Billie Campbell started Terra Tech Engineering alongside Patrick Owens in 1997. Billie serves as President and as a Principal Engineer. With a strong background in community planning, site planning and design, and permitting, Billie plays a key role in shaping projects that drive sustainable development. His expertise also includes geotechnical exploration and design, reserve evaluation, and mine planning, design, and permitting. His leadership ensures that Terra Tech delivers innovative, efficient, and compliant engineering solutions across multiple disciplines.

Notable Projects -

Southern Gap Development Area - Lead Engineer

Billie led the design of site layouts, roads, and utilities for a $32 million regional office park, as well as commercial, industrial, and residential developments for the Buchanan County IDA. His work ensured projects were completed on time and within budget.

Buchanan County Public Schools - Lead Civil Engineer

Billie worked with SKANSKA and BCPS to evaluate five potential sites for a new high school location. He constructed detailed cost estimates and site selection metrics for each site. He also assisted in negotiations with ACOE.
